Affected by the epidemic in the past two years, the demand for electric bicycles for instant logistics and short-distance travel has risen, and the electric bicycle industry has developed rapidly. According to the relevant person in charge of the Legal Affairs Committee of the Standing Committee of the Guangdong Provincial People's Congress, there are currently more than 20 million electric bicycles in the province.

At the same time, with the increase in the number of electric bicycles, the shortage of outdoor charging piles and the impact of uneven charging prices, the situation of "home charging" of electric vehicles has occurred from time to time. In addition, the quality of some electric bicycle products is uneven, the user's lack of safety awareness, improper operation and other factors, resulting in frequent fire accidents during the charging process of the vehicle, and fire safety problems are prominent.

According to data from Guangdong Fire Protection, there were 163 electric bicycle fires in the first quarter of 2022 , a year-on- year increase of 10% , and 60 electric or hybrid vehicle fires, a year-on-year increase of 20%.

To this end, Guangdong has legislated to clarify the issue of electric vehicle charging and parking. On March 29, the Guangdong Conference voted to pass the "Guangdong Province Implementing the Fire Protection Law of the People's Republic of China" (hereinafter referred to as the "Implementation Measures"), adding the content of electric vehicle fire safety management, which was officially implemented on July 1.

For a long time, the fire supervision department has regarded the prevention of electric vehicle fires as a key issue. They have tried various means such as posting warning signs, organizing property companies to carry out special publicity training, and severely punishing electric bicycles for illegal charging, expanding publicity and strengthening supervision. However, there are still car owners who do not have a strong sense of safety, and take the chance to take the battery into the living area for charging.

How to solve the problem of safe charging of electric bicycles has become one of the difficult problems for fire departments at all levels.

In recent years, Shenzhen Public Security has innovated a series of mechanisms in the areas of science and technology, policing for people's livelihood, and grassroots governance, and has solved many grassroots governance problems by using information technology. The background of Shenzhen's public security informatization reform has brought inspiration to the fire supervision and management brigade.

Honghu Garden in Sungang District, Luohu District, Shenzhen gave the perfect answer - electric bicycle RFID radio frequency identification prohibition system + simple spray and smoke detection system. This is the first time that Luohu District's fire supervision department has used technology to prevent and control electric bicycle battery fires, and it is also the first case in the city.

The system installs RFID identifiers at the entrances and exits of self-built houses in urban villages and at the entrances and exits of residential building lobbies, and at the same time registers and uses information such as the phone numbers of electric bicycle users to access and install identification tags for electric bicycle batteries. Once the electric bicycle with the identification tag enters the identification area of the RFID identification device, the identification device will actively alarm, and at the same time transmit the alarm information to the background monitoring center through wireless transmission. Landlords and comprehensive supervisors should inform them of the specific owner of the household who brought electric bicycles into the doorway. Landlords and comprehensive managers promptly stopped electric bicycles from entering households through live video and door-to-door inspections.

In addition, Luohu Fire also launched a fire-fighting cloud and smoke monitoring system, which transmits the alarm data of the installed fire-fighting monitoring system to the alarm center in a timely manner through advanced sensor (smoke) wireless communication technology, preventing some residents from using When the violent method forcibly "charges at home", the monitoring room of the monitored unit is a hidden danger caused by unattended and equipment failure.

Luohu Fire Protection stated that in 2021, nearly half of the fires in Luohu District will be caused by electric bicycle charging. As the old urban area of Shenzhen, there are many residential areas in the area, and the scale is large. In addition, due to the imperfect facilities in some old residential areas, electric bicycle users may bring the whole vehicle or the battery into the house for charging for convenience. Ignoring the resulting fire safety hazards, the property management personnel are also hard to guard against. The application of this system in the community has built another "firewall" for fire safety, which can make the community where residents live safer.
